It's not that they were 0,1" too small. It's that I already told him that I had the 2.4" system and I wanted the 2.5" system and he still told me it was the 2.5" system. 0.1" isn't really that big of a difference (I don't know why now I actually wanted to make sure it was 2.5" all the way back) the big deal is that I had already told him I had a 2.5" system. I can post pics if need be, they were EXACTLY the same as my new 2.4" pipes. He still hasn't said he measured them before he sent them. He probably just stuck them next to his 2.5" pipes. I say this b/c if he would have measured them then he would have DEFINATELY seen that they weren't 2.4"
